What is the best way to respond to a strong 2?

Some play responses showing controls, others in
my club (the best in Toronto) play a funny system
where 2 is a bust hand, 2 shows an ace or
king, etc. Some others play 2 negative and all
other responses positive.

The problem continues. How do you find a 4-4
major fit if the 2 opener does not rebid 2NT?
If he or responder bids 2 of a major, does it show
a 4 or 5 carder?

It appears to me that the 2 opening is really
bad - you lose a lot of space just to tell everybody
that you have 21+ HCP or 9 trick hand.
