The double of 1 does not promise four hearts.
It usually shows 3+ support for all unbid suits.
It's much safer to double than overcall in a 5-card
suit at the two level.

As you can see, on this layout, 2 is a safe haven
for East-West, but 2 gets creamed after North
passes, waiting for the reopening double.
