There's no perfect answer, but most tournament
champions would bid 3NT, close their eyes and pray.

On the real life hand, 3NT was the winning action.
Only nine tricks were available in clubs, and West
had to lead a diamond to defeat 3NT, which was
not very likely. (East wins the diamond lead and
plays the Q; West must overtake, cash the other
heart honor and lead another diamond.)
