Your first call should be 1, because you plan to
bid both major suits, given the chance. To do this
economically, you must first start with the higher
suit. For example, suppose you bid 1 and West
bids 2. Partner must pass, because he has a
minimum hand for his takeout double, and for all
he knows you might have no highcards whatsoever
(East might have passed with a trap pass, waiting
to make a surprise penalty double). When the 2
bid comes around to you, you can't bid 2 without
risking the three level. This is why you start with
1, the higher suit, and then bid 2, the lower.

Your 2 contract can be held to 8 tricks two
different ways. West can lead three rounds of clubs,
and you will have to ruff with the jack. But this
promotes one heart trick for the defenders. Or if
West shifts to the ace of diamonds and a diamond,
he will get lucky and find partner with the king. A
third diamond will allow West to score a trump trick
(and your best play might be to discard the third
club, to prevent West from leading a third club
effectively).
